PC build: CSGO on QHD monitor 200+ FPS

Hello guys,

I would like to ask you for your help. I would like to build new PC but when it comes to HW I am not sure which components I should choose. I plan to buy QHD IPS monitor 165 hz and I would like to play CS:GO (no other games) on Ultra Settings with 200+ fps on it (if possible) and I use Photoshop for study. Only requirement is that PC should be quiet. And when it comes to $ - as low as possible, please (I can spend 2.500$ on case but I don't need such a beast so anything around 1.400$ would be top). Only case, I will buy other stuff separately (keyboard, mouse, monitor). Thank you very much!
