Is this enough for 4k Gaming?

I am planning on getting a GTX1080 ti, but I'm not sure if I will need to upgrade any other parts.

My build is
Case: NZXT Phantom 240
CPU: Intel i5-4460 3.20 GHz 4 Cores
RAM: 8GB DDR3 @798 MHz
PSU: Corsair CX600
GPU: GTX 750 TI (currently)
Mobo: Intel B85M-D3V
Storage: 1TB HDD 6.0Gb/s SATA-III
OS: Windows 10 64-bit
Monitor: Samsung 4k 60Hz TV

I'm pretty sure I need 16gb of ram. Should I upgrade to DDR4 or just get another DDR3 stick?

1070TI isn't going to be capable of maintaining 60fps@4k unless you slide a bunch of stuff to the left. For 4k gaming I don't recommend anything less than the 1080, but, if you're ok with turning a few settings down then either of those cards will be ok with your CPU.

I'd still recommend finding a used 4690k or 4790k and overclocking it for best performance without having to upgrade platforms, but you can always get the card, and a different PSU, see how it does and upgrade the platform or CPU as needed. Maybe for you it will be fine. For me, it wouldn't.
First off, you CAN'T upgrade to DDR4. Your platform does not support it. At all. Period.

Secondly, I'd REALLY recommend NOT attempting to run that GTX 1080 ti on a Corsair CX power supply. That unit was intended for use with business machines, internet browsing machines or lower end stock replacement graphics cards like your 750 ti, not for high end, high current draw cards like the 1080 ti. It has the proper connectors and WILL work, but it's not a reliable configuration together.

Lastly, the 4460 will also WORK with the 1080ti, but it's not going to be a balanced configuration. You'd be much better off with an overclocked 4690k or 4790k, which would not require you to replace your motherboard or memory, or simply upgrading to something much newer. That would require replacing CPU, motherboard AND memory though.

That depends on a lot of factors. Too many to discuss here at length. While that is somewhat true, it's also blatantly simplified. Saying resolution has no affect on CPU usage is like saying tire pressure doesn't affect gas mileage. If you are already beyond a specific threshold, it becomes true, however, below that threshold it becomes a whole other argument.

Much depends on the GPU card as well. Clearly CPU usage at 4k will be an entirely different ballgame using a GTX 1060 as it would using a GTX 1080 ti. If the graphics card is capable of meeting or exceeding the desired settings without issue then the CPU becomes the hindrance to balanced performance. You should not make blanket statements like that without making clarifications defining exactly how and when that rings true. Regardless, I'm not going to get into it as it's irrelevant at this point.

I really don't think it's as complex an issue as you're making out. The only real caveat I failed to mention (which I thought was implied) was that resolution has no impact on CPU usage assuming the same fps. I.e. if a CPU can manage 60 fps in a certain game at 1080p, it will not be the limiting factor in achieving 60 fps at 4K in the same game.

If you disagree, please explain why. I don't know why you'd say it's irrelevant, the topic of this thread is whether the OP's build, including the CPU, is sufficient for 4K gaming.
