Bought an Underperforming GPU

Okay, so I bought a GTX 960 4gb on Craigslist ($80), I was upgrading from a GTX 550 Ti. However, when I ran Unigine Valley on the same settings, all I saw was a 10fps increase.I downloaded all the newest drivers and I have no idea what to do next. I checked in device manger and the card is recognized as a GTX 960 with 4gb of VRAM.
I built this PC last month. I can barely run Just Cause 3 40fps medium at this current stage.
Help much appreciated!

Build:

Athlon x4 950 3.5Ghz
EVGA GTX 960 4gb Superclocked
1x8Gb ddr4 2666 (clocked at 2133 on the motherboard)
B350 MSI Gaming Plus
430W EVGA PSU
1Tb 7200rpm Seagate HDD.
Corsair 100r
Windows 10 64-bit

That CPU isn't that fast, don't let the fact it's on an AM4 platform like the Ryzen fool you into thinking it's a less expensive Ryzen.

Assuming the card is installed correctly, test your set up this way. First, use MSI Afterburner to monitor your CPU and GPU usage while you play Just Cause 3. Is either one of them at or close to 100%? If your CPU is, this would indicate your CPU is holding you back.

Another thing you can do is run the game at 720p/low settings(assuming you are at 1080p now). Does the framerate increase a lot compared to 1080p/low settings? If it doesn't, this also shows your CPU is holding you back.

When installing the drivers choose the 'Custom advanced' option, then the 'clean installation' option. That should...
