Please help me to upgrade graphics card.. can my current build handle it?

Thank you, in advance, for any input you can provide. I encourage you to be direct. I relied on you for my first build last year for my son and need your help again! My son has requested a Geforce GTX graphics card. I need your suggestions for best at this price and if I need upgrades to use it. If you have additional suggestions for upgrades, I'm listening. This is still a foreign language to me so please forgive any missteps (existing and future).

Approximate Purchase Date: For Christmas

Budget Range: I’d like to keep it under 300 but learned from build the preferred price never sticks – I don’t want to go over 400

System Usage from Most to Least Important: Recording, Gaming

Are you buying a monitor: He has two monitors (included in list below)

Parts to Upgrade: Graphics Card and and other necessary parts in order to run efficiently (e.g., power supply, memory). He has requested GeForce GTX??? Please advise.

If I read your request you are wanting a gaming machine that can stream at the same time, then you need more power.
I do not think your graphic card is in need to be upgraded from what I see. as benchmark put the RX 470 just behind the 1060 6Gb.
I do think your Memory and CPU need to be upgraded, I would suggest getting 16GB (2x 8GB) DDR4 2400 Paired dual channel ram.

I think you should consider upgrading your cpu to an i7-7700, and skip the I5/i7 6th gen, making sure you upgrade the bios before installing it, as the 7700 is cheaper then than the i7-6700.

The problem is streaming/recording can use CPU power depending on how he's doing it. When you said he wants more consistent frames while do this it makes me think he's using a program that is using CPU cycles. Considering how weak his CPU I'd bet that's his problem. Moving to Nvidia and using Shadowplay can help.

What program is he using? GPU upgrade might not be what he needs.

I think he is using a program that cam with Windows 10.
