Intel Core i5 3470 or Core i5 4590

Okay, Considering future gaming and future upgrades, I decided to say good bye to my LGA 775 platform. I have to choose one from i5 3470 or i5 4590.

Reason for upgrading: Cannot play any modern game in at least 50 FPS average.

I think Haswell is better than Ivy Bridge because it is the successor of Ivy Bridge micro-architecture.

Before upgrade:

Motherboard: Gigabyte GA-G41M-Combo Rev.2.0
CPU: Intel Core 2 Quad Q9550

I wish to upgrade:

Motherboard: Good motherboard with four DDR3 RAM slots
CPU: Stuck between Ivy Bridge and Haswell

But I think there's no much difference in performance.

Please advice me with good tips to help choose one from above processors.
I am very thankful to you if someone can suggest me a good motherboard to go with upgrading processor.

Win7 is already a problem since the 7xxx. The 8xxx will not be that different.
I would not use them with Win7.
Win7 is a dying OS. There will be soon no more security updates anymore, not to mention DX12 for the future gaming.
Yes, I do not like Win10 too but Win10 is not as bad as Win8/8.1.

Win10 is the better Windows for gaming especially for DX12 support.

You can already use USB3 since Z77...even if you have slightly older platform, you can always add PCI extension for USB3. I see no real issue with this.

The thing is here, I see no real reason anymore to keep holding strong on Win7. You will have to let it go somehow. No OS version lasts forever.
You can also always run WIn7 as virtual machine, if you really in need of it. No...
I5 4590 is indeed better but not much.
This will be more or less valid all the way up to I5 7xxx.
However, if you wanna buy a new proc incl mobo and RAM, I would always pick the newest available.
For today either Ryzen or Coffee Lake.
Forget those old and already dead platforms like Haswell, IvyBridge, Skylake...and so on...

OK, I should do it. But I also need to be able to dual boot Windows 10 and Windows 7.
I think Coffee Lake doesn't support Windows 7 anymore.

What is the best OS for gaming? Windows 7 or Windows 10? I think to dual boot because I can use Windows 7 for gaming.

And, does both Ivy Bridge and Haswell support USB 3.0? If so then what is the difference between two generations?

I migrated 1 PC from Win7 to Win10, about more than 95% of the games I own run on Win10.

About those old platforms, findings those older procs and mobos...well..they are already hard to find unless you are really looking on eBay for second-handed items.

No sense in buying old tech.
Your Q9550 has a passmark rating of 3991 and a single thread rating of 1196.
The single thread rating is most important for games.

For some $200, you can buy a G4600(passmark 5141/2052), a lga1151 motherboard, and 8gb of ddr4 ram.
LGA1151 can support a processor as good as a I7-8700K(16299/2732) or anything in between.
Yes, it will run windows 7 so long as you are using a discrete graphics card.

Yes, windows 7 will not be updated with new features, but that is not all bad.
I dislike having windows 10 pushing all sorts of new features at me.
I am mystified by account control issues.
You will get security updates for antivirus through 2022.
OTOH, windows classic shell has been most helpful in allowing familiar navigation.

This seems a nice and future proof CPU socket.
What are the CPU generations compatible with Socket LGA 1151? Coffee Lake and what else?
 
No! LGA1151 does not support automatically all processors including coffee lake, etc.
It depends on the chipset, regardless, if they have the same socket.
For coffee lake, you can only use Z370 or wait for the next e.g. H370 chipsets.
For the 7xxx for example, you need other chipsets, although they are also running on LGA1151.

The difference between these two CPUs are probably less than 10%

If you are having problem reaching 50 fps when playing modern games then it's a lot more likely that your GPU (graphics card) isn't poweful enough.
I suggest you get at least a GTX 1060 6GB or RX 480/580

Vast majority of games depends more GPU than CPU...but LGA775 platform is already too weak for most of new AAA games today.
Some games will make I5s older than I5 8xxx suffer...especially if you wanna stream too.
For today, you can also take a look at Ryzen processors, they are also very good, if the coffee lake is too expensive there where you live.

When playing GTA V, I experienced stuttering with my Core 2 Quad Q9550 paired with Asus GeForce GTX 660 and 4GB of DDR3 1333MHz RAM in this system. What I have is the recommended graphics card for it.

But I must be able to play GTA V in Ultra settings at 60 FPS after the upgrade.
Isn't it a CPU bound game? Do I also need a GPU upgrade?

But, I am upgrading because Core 2 Quad is getting old and dated. I also see many gameplay videos on YouTube showing people play modern games with overclocked Core 2 Quads, but anyway now I will upgrade to Core i5.

My current graphics card is Asus GeForce GTX 660 ( GTX660-DC2-2GD5 ).

GTA V is still considered new.

For GTA V, you will get better fps on I7 than on I5 but I5 should be already ok. GTA V does not yet belong to those heavy cpu games but it is still quite heavy on the cpu side.

Hmm. You're right.

I will upgrade for a Core i5 4590 for now, and for a newer generation processor in the future.
What is the best graphics card that can be paired with an i5 4590?
 
Well, for I5 4590, you will need a new mobo too, if you come from LGA775 platform.
Why not just go directly to I5 8xxx or Ryzen 5.
The cost will be not really far...it will be a bit more due to the DDR4
You need to have 16GB RAM (highly recommended) anyhow, this means you will have to buy some RAM kits, even if you wanna keep DDR3.
I5 4590 is not yet that bad but...Getting an old and already dead platform is not really recommended.
more to that..some new proc heavy AAA games will stutters on older I5 already.
If you wanna upgrade your rig, do it correctly. Upgrading your rig very often only because you take an already old platform is not really recommended.

BTW, for I5 4590, depending on how strong your PSU is, you can simply pick anything up to GTX1070, depending on your need. Anything above that will be bottlenecked by I5 4590 on certain games.
I would try to reach GTX1060 6GB as minimum tho'.

you need at least 8gb ram to get 60fps on high at 1080p
My old rig was i5 4430 8gb GTX 970 and I only managed to get 50-60 fps on ultra at 1080p...
