I don't exactly know your budget but a i7-8700k with a good motherboard should work beauty. (https://pcpartpicker.com/list/GYP63F)

It will handle 4k gaming but the 4790k is decently old and that motherboard (Gigabyte B85M-D3V) isn't anything to toot its horn either... You'd be in better luck selling the Mobo and getting new RAM, CPU, and MOBO.

What CPU and motherboard do you recommend I get?

If that is out of your budget let me know, we can try to tweak some things such as downgrading to a 7700k and maybe not going water cooling on the CPU. Let me know what you think but that build should blow a hole through 4k.

This is true, however I would rather spend the little extra now so I wouldn't have to upgrade down the road in the next year or so when they "are releasing 4k 144hz". (http://www.pcgamer.com/asus-and-acer-delay-feature-rich-4k-144hz-monitors-with-hdr-until-2018/)
