New PC Build, Nothing Turns On

This is the 2nd PC I've built. The first one went through with no problems but this second one has been a nightmare.

My parts are:
AMD Ryzen 5 1600
Zotac GeForce GTX 1060 6gb
2x8 GB DDR 4 RAM 2666 mhz 288 pin
ASRock AB350 PRO4 ATX Motherboard
EVGA 450 Watt PSU
Rosewill Nautilus ATX Mid tower case
WD 1 TB HDD
Adata 256 GB SSD

I am using the stock cooler that came with the processor.
I had a heck of a time getting the cooler to connect to the motherboard without one side not screwing in. After a couple tries I was able to. I had no real problem getting everything else attached and hooking up the cables. After getting everything put in, I plugged the cable into the power supply and made sure the switch was on and pressed the power button. Nothing comes on. The fans don't come on and the LEDS on the case/power buttons don't come on. The previous time I had this problem because I screwed the motherboard screws in too tight. I checked the screws on this one and loosened them. I plug the power cable in again and, once again, nothing. I triple check that everything is correctly plugged in all the way, power button cables are in the correct slots with correct polarity. I'm positive that everything is in place. I removed the power supply and checked that it worked. I put a paper clip in the two slots and plug it in to make sure that the fans spin, which they do. I scrapped my old power supply from my old build, which also still works, and nothing. I took it completely apart and completely reassembled it thinking I missed something and haven't found anything. I've even gone so far as to order a new motherboard and use my old case and I still can't get even the fans to spin. I have no idea what's wrong. My old power supply and case work perfectly fine on my old build.

Ya I'm doing the ones labelled in the manual PWR and GND. It's on the top level, p+ p- PWR GND. I'm using a screw driver on the last 2.

Is it possible that it's a CPU or CPU fan issue? I find it a little hard to believe that 2 boards in a row have been faulty.

No. I took out my old motherboard and plugged the 24 pin connector to the motherboard and was able to get that one's fans spinning. So I know I'm starting it right and the screwdriver works. Is it possible on the problem board that the cpu fan is screwed in too tight? I just screwed the screws in diagonals 3ish twists each time until they wouldn't go in anymore. I'm not sure if that might cause the board to short.
