[Expert Needed] Radeon r9 290 running at sub-par fps?

Hey everyone, I am fairly experienced with computers and I have browsed the forums for previously answered questions but to no avail.

Here is my current set up:
Windows 8.1
Asus Direct CUII Radeon R9 290
Amd FX-8350 4.0
Corsair H100i water cooler
16GB DDR3
Corsair 750W power supply
MSI Gaming 970 motherboard

Playing games on a 4k, Acer CB281HK 144htz
connected via Display Port
1080p or max settings seems to have no effect
V sync is turned off
free synch turned on.

Generally getting around 30fps on almost any settings.
Please advise, standing by.

Your system specs don't support 4k well.

You'd need a 1080 Ti, and a better CPU.

What games? Your CPU is somewhat weak, could be holding you back. This is supported by the fact that you say fps does not seem to change if you change resolution/settings.

this is your problem

the 290 is an ok 1080p card, high settings

your cpu is also subpar, so dont expect benchmark numbers from the gpu

this is a strong indication of cpu bottleneck
