Okay so I have a i5-7600k base clock 3.8 and I overclocked to 4.4 with voltage at 3.60. How high do ya'll think is safe before it starts getting hairy. Also I have a mid-tier AIO.
I'm not sure you even have a 3.60v in BIOS. if it had, it would kill the processor.
frequency is not important - voltage and temperatures are. there are quite a few voltages in CPU. for cores, for memory controller, for I/O etc.
core voltage shouldn't be above 1.3v for avg user and 1.35-1.4v if you really know what and why you are doing.

No one can tell you exact number. It depends on:
1. Your luck
2. MB
3. PSU
4. Cooling
5. Your overclocking skill - there are many settings that affect the final result.
somewhere between 4.4GHz and 5GHz is what you should expect.
