computer says the battery % charge yet it also says 4 minutes remaining to full charge

My Toshiba satellite P855-S5102 computer says the battery % charge yet it
also says 4 minutes remaining to full charge and battery will not charge.
I have a brand new battery and my charger is getting 19.4 vdc.
What else can I check to fix this? I know it "could" be bad new battery.

That sounds correct(ish), it doesn't... uhh get to 100% while it's powered on, so it will always be at sub 100% while you're using it.

If it doesn't work when not plugged in, then yeah it's bad.
