FPS keeps dropping from 100+ FPS to 20-30 FPS. Help

On my PC I can be running plenty games at high-ultra settings and get 150+ FPS but every 3 minutes or so I will get a huge frame drop where I get around 20-30 FPS which lasts around 10 seconds. I tried reinstalling GPU drivers among other things, not sure what I can do to fix this issue, any suggestions?

SPECS:

CPU: AMD FX-9590
COOLER: Corsair H55 Liquid Cooling
GPU: Asus Strix GTX970
RAM: 2x8GB Red Corsair Vengeance
PSU: 750w Corsair
MoBo: ASRock 970
OS: Windows 10

Those temps don't seem too bad. But that doesn't mean your VRM isn't roasting. That mobo is famous for it. Low power phases (4+1 power phase) and weak VRM and no heatsink.

Things to try to determine that's the issue.

- Remove your case panels not permanently, just to reduce case temps.
- position a case fan blowing cool air directly onto your VRM/MOSFETs. (The heat spreader by the CPU.) Google it if need be for pics, I'm on mobile and can't currently attach easily.
-Go into the BIOS and reduce your active cores from 8 to 6

Go play your game and see if it's still happening.

Those steps aren't permanent fixes as they will reduce system performance while lowering temps, but will tell you if you need to replace your mobo to one...

When I run H1Z1 on High the gpu gets to like 68 degrees Celsius and the cpu gets to like 50 degrees Celsius, also my mobo is actually only a 970 so idk if that would affect the cpu performance at all?
