Desktop won't boot, stuck in loop

Hey there, so I built a desktop tower using a Gigabyte G1 GA-Z170X with an i5-6500, 8GB DDR4 RAM (2400), and an AMD RX460 using a Corsair 80+ Gold 750W PSU.

When I completed my build I plugged my PSU in and turned on the tower, but my desktop went in a "boot loop". Basically, it turns on, all the lights turn on, the fans start up, and then 1-2 seconds later it shuts down and turns back on. I plugged the PC into my monitor to see if I was getting into the BIOS at all and it doesn't receive any signals whatsoever.

I've looked at other threads here, and tried what I found there (Aside from the "faulty motherboard" solutions). I tried to isolate the problem by removing my GPU and HDD from the system. Still got the same error. Tried putting the RAM in different slots, still same problem. I removed the RAM, unscrewed the MB and PSU from my case, put it on a safe surface and tried turning it on only having the CPU, CPU fan, and PSU connected, still got the same issue.
All the while, the two-digit numbers on my MB don't actually light up (or if they do, it's way too fast for me to even see).

I doubt this is a faulty MB since I got it, along with all of my other parts, brand new and grounded myself multiple times during the installation. Also, a friend of mine is building a similar system (Using a Gigabyte GA-Z97X with an Intel Core i Processor) and he's getting the same issue.

We're pretty new to building PCs, this is our first time doing it in fact. I'm sure we're just making a mistake somewhere when putting everything together, but we can't figure out what it is. What could we be doing wrong to cause this to happen?

I forgot to mention, I'm using the stock Intel cooler, not the cooler that's on my PCPartPicker.

I'm an idiot, I didn't plug in my CPU power connector because my friend and I couldn't find it on the board and he said "well the CPU gets power from the pins below it, so it should be fine". Yeah, sure, that's why connecting it now makes it work! XD

Anyways, I got it to boot, but now my monitor won't show the BIOS (if it's even loading), but I'll search that up myself soon.
