I read about how removing 2017-04 Monthly Rollup- KB4015549 will solve the problem, but I do not have the in my list of microsoft updates. What is the most recent update that is causing this and is it okay to uninstall it?

another one is KB4012982. if you are still getting it you may have to reinstall windows and install updates one by one until you find it. Not sure but I think monthly rollups are cumulative so the nag screen would be included in every rollup since the first one that included it (April 2017). You can find "security only" updates though which don't have it. There is also the "zeffy patch" that allegedly disables the nag screen but I've never used it so can't comment.

Usual disclaimer that windows 7 is out-dated and blah...

I dont have KB4012982 either.
Its so weird because its only recently it decided to pop up. I managed to turn it off somehow in the past but now its back up again.
what do you mean about security only updates? did you mean that none of them have the pop up and that its pointless to uninstall them?

yeah so it sounds like microsoft have included it in another update.
By Security only updates i mean just that. Microsoft have now started releasing monthly rollups for win7, which is basically all the updates since the last one - including things like Internet explorer and .net updates (and the nag screen by the sound of it).
They also send out "security only" updates which you install manually and only include updates for the OS security. Heres the latest one from yesterday (they are mostly monthly)

If you google it you'll be able to find a stand alone install version if you can't use the Microsoft Update Catalog
