Suggest me a cheap and best graphic card

1030 uses only 30W, so it is safe to say that you can use it regardless of your PSU. Just make sure that it actually fits inside of your case - if you have a slim / low-profile case, you will need a low profile version of this card.

There's not many options for you to find a graphics card without experiencing a bottleneck, unless you play older games. The most common suggestion for very low end builds like yours is a GTX 750 Ti, but the 1050's are starting to become a more popular budget choice. If you still can't afford that then I can suggest the GT 1030, but I don't recommend it, since the price difference between the 1030 and 1050 is small (depending on where you live, of course)

What do you mean? If you mean that if there was going to be an issue with the power supply, then most likely not. You can run the 1030 on 240W. What's your power supply?
