This is possible, or possibly the plug is not making good contact in the socket. Try pulling the plug out very slightly while it's playing to see if it's the positioning of the plug in the socket.
It's also possibly a ground loop issue, but I doubt this would cause the sound to be much softer on your pc than on your phone.
