High end PC suddenly slow at random intervals

After a period of time without using my PC (about 2 months?) i set it back up for use and whilst it would work normally and perform well at times, during random intervals the PC would perform very slow overall.

This is not just limited to fps, if i were to be in discord for example whilst playing a game and the issues start occurring my fps would drop as low as 9 and my discord wouldn't even be working. normally in games i would have fps capped as display based being around 70 fps.

my specs are:
windows 8.1 (64 bit)
geforce gtx 970
16 Gb ram
intel(R) core(TM)i5-6600K CPU @3.50Hz
msi h170 gaming m3 motherboard

theoretically i should be able to run practically anything on ultra settings and get a solid fps of 70, i have never had issues with this PC before and nothing i try seems to work. i have even tried lowering my game settings to the bare minimum and it still seems to lag heavily. Im not sure if this is a software or hardware issue since i have never had any issues in the past.

  • -this is not a malware issue, i have run several scans
-i have uninstalled and reinstalled my display driver up to date
-cooling is no issue, my CPU rarely goes over 62 C

thank you for reading this, if you have any suggestions at all that may help i would gladly appreciate it

Use performance monitor so see what could be slowing you down.
Check the CPU and Hard drive tabs when you start experiencing the slowness.

Notice that we have very similar configurations.
Even low system requirement games would get very choppy for me so I had to investigate. I took a look in performance monitor and ended up finding out that Oculus was updating software while I was trying to play a NON-Oculus game. This updating brought my computer to it's knees. But since it was an update and I knew it was temporary. I let the updates finish and then my computer performance would go back to normal.

Also, if you are using a HDD you may want to run CHKDSK /R fixing disk errors using this can completely fix the issue if disk errors are the cause of your speed issue.

Lastly, I recommend Windows 10 over Windows 8.1 for gaming.

In task manager also add I/O as a column. Sort columns by I/O and check what application gets real busy with I/O when you see the drop. Most likely I/O to disk or some external device causes the CPU to sit and wait.. Maybe your machine is using a Swap-file? Then you get performance drop while data from disk is moved in and out of memory.

so ive pinned the problem to my cpu which should be performing at 3.5 Ghz and at its peak does, however would drop down to 0.7 Ghz at random intervals and would range between the 2 numbers constantly
