Can I change the Language in Oblivion

okay so i bought Oblivion the elder scrolls 4 in germany and i've tried everything to make it english but it just won't work.. i have changed the settings to language=0 to try and make the game english but nothing seems to work, can i get some help please? i really want to play this game so bad in english and not german

You bought a localized version of the game, need to get the US version. The .ini change file I think is only for the speech not for changing the game language.
