Low GPU usage only in GTA 5 (GTX 1070)

GTA 5 is the only game where this happens. ALL other games, GPU usage is 99%.

I already tried enabling/disabling ram xmp profile, disabling HPET, overclocking CPU to 4.4GHz, GPU +150 core +550 memory and ram to 1866 and 2100Mhz but this issue remains...

current system specs:
4770k @ 3.5
MSI Z87 GD65 GAMING
GTX 1070 ASUS ROG STRIX @ stock
16GB DDR3 Corsair Vengance @ 1600
SSD Kingston UV400 240GB
PSU CORSAIR HX 850

Edit: the CPU/GPU usage never goes above 60-70%. Average usage is 35-50%..
Edit 2: I'm not getting stutter, but in some points of the town, the fps are droping to the 40's. On the countryside of the map, the fps remain above 80, but the gpu usage stays the same (never goes up than 50%).
 
Solution
It is either an issue with the game or your drivers.

So I would do a clean install of your drivers. Use this DDU tool to properly uninstall the drivers and then go to Nvidia for the newest set.

After you complete the clean driver install I would uninstall GTA V and install it again. Perhaps something got corrupted.

Remove all of you overclocks on the GPU too and see how it does.
The GPU usage is low, but it is not that low and you are getting good FPS. I would remove all of the overclocks and start from stock settings. There maybe an issue there.

The issue could be with the overlay software. I would also try uninstalling Precision X and then reinstalling it. Or uninstall Precision X and install MSI afterburner and see if I am getting the same results.

You may want to try uninstalling the game and then reinstalling it as maybe something got corrupted.

Thanks for answering,

When I recorded the video, everything was stock. No matter if everything is stock or overclocked, the GPU usage never goes above 60-70%.

I reinstalled MSI Afterburner and verified integrity of game in steam but the issue persist.

I forgot to mention that I already did a fresh install of windows 10 with the lastest drivers.
 
What fps are you getting? I don't see the final score at the end of the video. The usage being low may just be the game. I had a 1070 a while ago and played GTA 5 on it, but I don't remember the usage. But you should average around 90fps at 1080p with a 1070. If you are getting those fps, I would not worry about the usage.

Typically, low GPU usage is caused by the CPU not keeping the GPU fed with data. You have a good CPU, so I would not worry about that.

And yeah, the cpu should not be bottlenecking the 1070. In more demanding games than gta, my system runs just fine.

I really don't know what could fix this
