PC suddenly started running extremely slowly in all situations

I'm thinking I have a hardware issue but can't seem to pinpoint. The other day I was using windows and a program stopped responding or it was taking an extremely long time to open. So I rebooted the pc and it took so long that it never made it back to the windows log in screen. So the next thing I tried was to do a clean install of windows to see if that would help but that ended up also taking forever because the setup was also running extremely slow and never made it completely through although I imagine if i gave it several days it MIGHT make it? I've switched out hard drives and ram sticks to see if either might help but nothing has changed. The only strange thing is that at some point in switching out the hard drives, my old one suddenly stopped being recognized by the bios screen and when I switched to the new one, same sata port and power cord, it recognized it but the pc still has the extremely slow issue. Any info or help would be greatly appreciated. At the moment all I can really do is boot to the bios screen.

I had a problem with my hard drive not being recognized by the computer which was fixed when I reset all the settings in BIOS (I had to customize everything again but it did the trick). If that works is it possible to check the CPU usage/GPU/etc. usage on task manager?

no not at the time, I can't get into windows to do it. I've messed around with some bios settings, then defaulted back to the main settings with no luck. Ran a video card stress test and everything seemed fine, also tried to do a cpu test from a boot cd but it didn't work which was why i was leaning towards a motherboard/cpu issue maybe but i'm not computer literate enough to really know.
