GPU usage low in all games

Hi everybody, I recently bought a new pc with these specs:
CPU: i5 2400 @ 3.1 Ghz
GPU: KFA2 GTX 1060 6GB OC
HDD: 500GB 7200RPM
SDD: Kingston 120 GB
Motherboard: hp 611835-001
PSU: 320 Watt (from hp itself)
RAM: 4x4GB DDR3 1333Mhz ram (total 16GB Ram)

I know this is not the best build made for gaming (especially the MOBO and the PSU). Eventhough there was an old i5 CPU in it I still took the risk even if it might bottleneck the GTX 1060.

After receiving the PC and playing some games of it I found that the FPS in some games were rather odd as they weren't above 60 FPS. After Installing MSI afterburner I saw that my GPU wasn't using his full usage. In Black Ops 2 multiplayer the gpu usage was around 20% to 30% while playing GTA 5 was only 5% to 20% which resulted in an unplayable game.

Does someone know how I can fix this low GPU usage with the current specs I have? Or do i have to buy a new motherboard, cpu and psu to solve my problem?

Yes, it should help a lot. I think your 2400 is damaged. So even a different 2400 would help you out quite a bit.

But Sandy Bridge is getting kinda old and a 2500k may not be the best option for some of today's games. I would look at a i7 2700k as you may be able to find a used one that is priced close to the 2500k. While it is still just as old as the 2500k, you will be able to utilize the extra threads for some games.

That is your cheapest option, but if you have some room in your budget, you will see a big boost from a platform upgrade. The new 8400 is a wonderful gaming chip for $200. But you would need a new CPU/Mobo/RAM which will make it kinda pricey. But it would be an upgrade that would last for you a good long while.
Typically, low GPU usage is due to the CPU not being strong enough to keep the GPU fed. You have a pretty modern GPU and a fairly old CPU, so this could be the case.

But it could be something else. What are your CPU temps? Have you had any crashes? Is the heat sink installed properly? Go to userbenchmark.com and run a bench. This will test all your hardware and compare it with other entries. It will tell you if something is under performing. Run the bench and reply back with the link so we can take a look at the report.

CPU Temp = about 65 Degrees celsius during GTA V - Heatsink installed properly indeed.
The weird thing is that I see youtube videos with the same PC specs as me not having a low GPU usage at all.
 
Look at your benchmark score. Look in the section section with the graph. It says that your CPU score is in the 1st percentile. That means that 99% of all 2400's tested on userbenchmark had a better score.

I see your background usage on userbenchmark shows 0%. That is really good. Your temps at 65C is just fine. You heatsink is installed right because your temps are low.

Something is wrong with your CPU. It is not that it is old, but it is performing so bad, that it may be broken.

Well, that's sad. Will the problem be fixed if I'd upgrade to an i5 2500K and remove the i5 2400?
