I was running an EVGA GTX 1070 Gaming Edition Black SC, and recently swapped to the MSI GTX 1080 ti Duke OC, and now I'm getting around 30-40 fps LESS than what I had with my older 1070. In Overwatch where my 1070 was at a constant 98% load and ran 120 fps, my 1080 ti runs at a constant 50% load and has only 80 frames. Does anyone have any words why this would be? No settings where changed between readings.

AND, on top of wiping the drivers and doing a fresh install, did you turn up the settings on ALL your games. Probably need to move ALL of the sliders to the right or just use the Ultra/Max presets on everything depending on what resolution you're gaming at.

But I agree that if you don't have a capable enough CPU, frame rates might suffer with a bigger card. Turning up the settings should relieve some of that.
