FPS lock on 30 or 60 ?

Hello Guys, i just bought a new Laptop Gaming Asus ROG, a few days playing is really Nice and nothing Happen, and the next weeks i'm playing my fps drop And Lock to 30 or 60, i'm already disable v-sync, uninstall, update driver, go to power option, set Nvidia Control Panel, GameDVR, and etc else i try what other people have problem too with FPS lock, and sometimes my FPS going randomly
Example :
I'm playing Quantum Break is lock 60, Rise Of Tomb Raider Fps not locked, Styx, FPS Lock 30.
Sometimes the FPS going Normal, the next Days i'm turn On my Laptop is Lock again i don't know why.
This Problem come when i'm Update windows 10 to Fall Creator.
Is anyone can help me with this problem ?
Because is Really annoying Playing During the Games FPS can't going high and Always Lock no matter Setting Low/Medium/High/Ultra.
I'm Testing on Benchmark, all goods Except The Graphic Card, when i'm playing game to long, and i'm recheck Again with Bencmark is going down Again.

Please anyone Help me....

My Laptop Is asus ROG
I7 - 7700HQ
1TB + 256 SSD SATA 3
Nvidia Geforce Gtx 1050 TI 4G DDR5
Memory : 16GB

Call the store first, ask them. It may just be a bad battery, or they might try to charge a diagnosis fee etc. But the battery port should function correctly either way, shouldn't have to trick the laptop

Is there a frame lock on it in afterburner (If you have afterburner) and if so do you think you might be able to try to use afterburner to fix it

Already Test with Afterburner and yeah i get the result why my fps drop, my cpu usage is not working well, On battery is about 10-20%, i have 8 Core all same usage, when plugged in is going back to normal, my cpu usage working with really good, but when i unplugged going to down again, new Problem again is why my cpu usage is not working good well when On battery ?
And the weird is, i try to plugged in but not really plugged in, half of them ( when windows pop up plugged in, I'm immediately remove the Cable from the Hole of Laptop), try to Manipulation the Laptop and is work On Battery Mode and, some kind like bugging
Liilttle bit Confused Here...
Is the Windows Problem ?
Am i need take to the Service Center ?

I'm take to the Store and reinstall all Program, just bring back to the First Time i bought ?
