Will this PC be able to stream and what changes should he make before buying it

First of all, its for a friend of mine ,he plays a los of E-sports (CS:GO,Rocket League, etc...) and he wants to stream smoothly the PC I had in mind would have the following specs:

AMD Ryzen 5 1600 3.2GHZ BOX 200.00€

MSI B350M Bazooka 79.99€

Havent decided on a CPU cooler yet

Nox Hummer ZS Negra 45.00€

WD Blue 1TB SATA3 53.90€

Corsair CX650M 650W 80 Plus Bronze 78.00€

Gigabyte GeForce GTX 1070 G1 Gaming 8GB GDDR5 462€

G.Skill Ripjaws V Red DDR4 2400 PC4-19200 16GB 2x8GB CL15 206.00

I would aprecciate any suggestion also keep in mind his budget is 1150€

My only two recommendations are faster RAM (most likely going to be out of his budget, 2400MHz is still fine for now), and that he gets an SSD. I'd say the SSD is mandatory since it makes overall system performance much, much better. He could get a decently cheap 240GB SSD for $90-110.

Otherwise the build should be able to stream and game and do all he wants. It's a solid system.
