Help me Diagnose this issue.

Lights on motherboard turn on, when I power on computer fans spin for about 30 seconds then turn off, lights on MB stay on.
Assumed it was CPU, replaced it and I still have the same issue.
Tried different Ram, same issue.
Its not allowing me to boot to bios or windows.
Don't think its PSU, there would be no lights or spinning fans if PSU was dead I would assume, or it would post to my monitor for awhile before powering off?

It has to be the motherboard right? Pretty much narrowed down everything else.
Essentially looking for someone to confirm my train of thought before I sink 150+ bucks on a replacement.

Specs
z97 gd65 msi board (4-5 years old)
4670k (3 years old) / 4790k (1 day old)
16 gb ddr3 ram (4-5 years old)
650 cx series corsair psu (2 years old)
gtx 1070 ( 6 months old)

A common assumption, but not true.
Well, true for "dead", not true for "incapable".

The CX lineup wasn't known for quality of longevity (the revisions in 2017 are pretty good though), and may well be the culprit.

Try removing the GPU and booting with the onboard graphics only (nothing else needs to be removed just yet).
If that works, you're looking at either the PSU, GPU or (very unlikely) the PCIe slot on the board. Given the components listed, I'd expect the PSU to be the issue in this instance.

If that doesn't work, go back to basis. Try to post with only the CPU+Cooler, 1x RAM Module and the relevant PSU connectors.

Tried that
Tried posting with just 1 Ram stick and only the power/cpu power pins plugged in.
Tried posting without GPU and only onboard graphics.
Unplugged all hard drives to see if I could atleast reach bios.

Still nope.

I should note that that the original issue was my CPU always being 100% usage and always freezing, this prompted me to replace the CPU, new CPU didn't work so I swapped back to the old one, and now the computer wouldn't even start. Its been a weird string of issues.
