Cpu build advice

So planning to build a PC for my friends sister and her main use is going to be for 4k photo and video editing and wanted to know if the Intel UHD Graphics 630 from a I7-8700K or none K be enough to do what she wants or will i still need to get a decent gtx 1060 for it? If needing a gpu be the case would a ryzen build be better for it? Her budget is less than $1000

I usually build gaming pcs but this will be my 1st time building one for mainly video/photo 4k editing.

What would the price range be for optimal performance for it?
 
Ideally, threadripper CPU, x399 motherboard, 64 gb ram, 1 tb nvme ssd, gtx 1070+, those are already 3000 bucks. 4k video editing is not cheap. My compromised version can do but way slower than ideal build. I can rearrange based on max budget she can have.
