I have a Intel core i5 3470 @3.2 GHz geforce gt 710 and 16 GB of ram.
My recordings get 15-25 fps while recording and game gets 25-30 fps.
I record with my CPU cause my GPU is not strong enough to support both. While i record with my cpu it is usually around 50-70% usage and my game is running fine can anyone help.

Solution
That really is the issue, that 50-70% is a blended average not a one thread two thread approach. You can assign two threads to the encoder and pin them to logical cores as a priority.

But hey... feel free to do whatever.

I game a lot on this setup but it can play older (games from mid 2016 or sooner so that's not the problem) i'm trying to find out why obs isn't recording at 30 fps with such mediocre usage from my cpu

You only have four threads and with game contention as well its just going to drop duplicate frames encoding x264 and give you the results you see. You can try playing with the x264 options and specify yourself how many threads to use, something like 2 threads in this case, leaving two available for gaming.

Worth a shot.
