Deleted entire hard drive and partitions on laptop, now it is showing up with black screen

So i deleted all of my things on my harddrive, including my partitions and now there is a startup screen that says toshiba, but after that it is a black screen saying to insert a disc or usb with Windows installer on it, and restart the pc. when i put in a usb it and restart it it comes up with the same message, any help? I can provide a picture of the screen

Okay, so basically you completely deleted everything on your hard drive. That includes the Windows 10 operating system because that would have been on one of the partitions. The laptop basically stops at the black screen because the laptop is looking for an OS to load, but nothing is there.

Click the link below; you basically want to select the 2nd option to create an installation media so that Windows 10 can be reinstalled on the laptop. When Windows 10 was installed for the 1st time by the laptop manufacturer, the information to activate the license is more or less stored in the laptop's BIOS so there is no product key for you to enter.

Well, if you somehow did wipe the entire drive, then you have to install a new OS on it.

What might be on this USB that you inserted?
