That's not going to play GTA V or Witcher 3. The system in that list is a basic office workstation not a gaming rig. Funny enough the igpu in that cpu is faster than the gt710 so you'd actually be wasting money buying the gt710.

If you want to game at that budget a console is your best option.

Lets see the prices of components in India:

CPU - AMD Ryzen 3 1200 - 8000
Motherboard - 5000 for the cheapest
RAM - 8GB DDR4 are - 8000
PSU - 6000
Case - 3000 at least
Graphics card for your needs - GTX 1050 for 720p high settings on GTA V - 8000

And, this is the cheapest new PC you can make in India. A little can be saved by opting a G4560 for 6000, still you will save only 2000 on the whole PC which is still way over your budget.

Try OLX, quikr, ebay etc. for second hand stuff if you want to stick to that budget and even then it would be next to impossible, unfortunately.

My advice - Add 9000 more and get a PS4 for 29000. You will have a much better gaming experience than any PC worth 29000.

Hi bro, don’t even think about of buying components from amazon or flipkart. They are just looting in the name if technology.
You will find your local market much reliable that amazon or flipkart. Moreover you can bargain there. If you are from delhi, try nehru place, for kolkata, try MD Computers, Vedant or Saboo, avoid Eastern Logica, if from Mumbai; go for PrimeAbgb and for bangalore and chennai, check The IT Depot.
Please avoid online platform such as Flipkart or Amazon.
I assembled a PC recently for myself, that sum up to INR 2 L, When sum up the same component on Amazon, they total it @ INR 2.5 L, thats ridiculous.

Now talking about your question
You can make a pc, get a pentium dual core porocessor and a cheap mobo, a good graphics card will cost INR 6000-7000 and RAM of 4GB will cost around INR 3000
