Can i run gta 5 in
Intel core 2 duo e6300 1.86ghz
2gb ram
2gb graphic card
I know these specs are low but is there any way of running it at 20-30 fps ?
And btw,i am running assassin's creed 3 on 20-30 fps

No, you are a bit below even the minimum requirements on both the GPU and CPU side of things. And even if you met the basic requirement of an Nvidia 9800 GT or HD 4870 and a Core2quad 6600 or Phenom 9850, it would play so poorly that it wouldn't even be remotely enjoyable.

You need much more capable hardware to play that game at anything like playable levels. The recommended hardware requirements are much higher than that, but even for the absolute bare minimum, your system falls quite short.

Nvidia zotac gt610 2gb ddr3
This card is fine i am running most games at mid-high settings
