Then I don't need one because my power supply is already 430w. But do I need a stronger cooling fan?

if you are buying new parts and keeping that 430 watt which im guessing is the cx430 or maybe the evga white 430... if it is a branded one... and still going for the i7 8700, cutting corners.
while we are at it, ddr3 will not work with that cpu on a z370 motherboard which is required for coffelake.
