considering a CPU upgrade need help

ok so right now i have an HP Z400 with a xeon w3565 at stock speeds 16 gigs of ram and an RX470. i have the chance to upgrade from the 4 core 3565 to a 6 core W3690 with an unlocked multiplier, which would allow me to overclock the W3690 using the intel extreme desktop utility to overclock to around 4GHz. to cool said cpu's i use an HP made AIO liquid cooler closed loop.

i guess im wondering will i see any gaming performance increase if i switch from the 3565 3.2GHz to the 3690 3.4GHz stock or 3690 4.0GHZ overclock i game at 1080p

for those who may ask i can get the new cpu for between 75-100$ even

Most games you will see a slight increase. Most games do not use more than 2 cores, Next would be games that use 4 cores tops. Then other games will take all the cores you can give it and they would benefit greatly.
Some games are GPU limited and others are CPU limited.
The overclocking will benefit most games, some a lot more than others.
BUT MORE CORES and MORE SPEED IS ALWAYS BETTER

well will i notice any benefit in say games like doom 4 and the witcher 3 maybe even gta5 i ask because so far on my current setup i am able to game ok but im not sure if this upgrade will be worth it

Honestly, you wont notice any real world performance gains. synthetics? sure, a 6% increase due to a 6% increase in clockspeed in single core benchmarks and more in multicore benchmarks. You'd be better served setting that $75-$100 aside and increasing it so you can do a complete platform update. A lot of platform changes have occured since Q4 2009
