why is my new ethernet switch slowing down my internet for connected devices?

so I got this 5 port ethernet switch from netgear on black friday and connected 3 devices to it. my ps4, my switch, and my pc. internet speeds have plummeted from 3mb-15mbps to 500kbps and it SUCKS. I live out in the country so internet is already slow enough as it is. problem is it doesn't go up when
1)my switch isn't in the dock
2) my ps4 is off or in rest mode
3) it's the only device connected and using data
it says it's rated up to 10gbps non blocking with 10/100/1000 forwarding ports and all the ethernet cables are brand new. why is it throttling the bandwidth, did I do something wrong hooking it up? is there something else need be done?

Yes, but crappily because it would be underpowered depending on the device.

Anyhow, this is a dead simple device and it's apparently just not working, your cables are new and that's all there is to these problems in most cases. Time for a different switch.

there's no other switch, it's connected to the router in the other room that easily gets the speeds I mentioned. I don't know anything about firmware, I just plugged it in and it worked. there's no way I can see to interface with it. and it doesn't matter what ports the two ethernets are on, it never goes above that.

the LEDs on the device are lit, including the power LED. why would it be able to transfer data at all if it didn't have power?

hhhh well that's a shame. do you recommend any that would work well but not be outrageously expensive? 30-50 bucks would be nice but I could stretch to 100 if that's the only way.
