GTX 1050 ti Low FPS, 100% GPU usage all the time

I just purchased a brand new Gigabyte GTX 1050 ti to replace my AMD R9 290x. Same memory (4GB), but (supposedly) much faster.

Unfortunately, I can't get above 15-20 FPS in any game, even at lowest settings. The GPU is running at 100% usage consistently and 62 degrees Celsius in every game. On desktop, outside of a game, it's 0% and 35 degrees.

Meanwhile, my CPU is running at 49-52 degrees Celsius and barely 50-60% usage in-game. It's an Intel Core i7-3820, and coupled with the R9 290x, it played all my games at 40-50 FPS near ultra settings. Now with the GTX 1050, I can't even play on minimum.

Drivers are latest version. Tried un-installing nvidia's GeForce Experience app. Used Snappy to update all drivers, including chipset. Also flashed the BIOS for my AsRock x79 Extreme6 to the latest version.

Any ideas?

Driver procedure: Download the newest drivers and DDU, boot into safe mode, load DDU and uninstall all AMD as well as NVidia drivers. Load into normal Windows and install (custom) the 1050 drivers and physx ONLY. Geforce experience is uneeded.

Better idea: Boot into safe mode, DDU and remove all drivers and shutdown PC, remove 1050 and reinstall the 290x because it's 70% more powerful than the card you replaced it with, load into Windows and install the AMD drivers, problem solved.

Okay, sorry, I'm not as up to date on what the best of the best is... but this is my previous card, which I purchased over 2 years ago for $120 at Fry's:

It clocks much lower than this, which you can read in the specs; literally everything this 1050 ti offers is faster, so maybe I'm not understanding something?:

Also, regardless of if the 290x is better, I shouldn't get 15 FPS at lowest settings in every game with a brand new card that clocks higher and has faster memory, correct?
 
You can not compare GPUs simply by looking at clock speeds and the amount of memory....BTW, the 290x has 512 bit memory vs 128 bit on the 1050ti, so it's far superior there. Yes the 1050ti has faster clock speeds, but it's internal architecture is much low in it's specs.

The best way to compare any 2 GPUs is to simply look at gaming benchmarks across a whole lot of different games, if you had of done that, then you'd know the 290x is the better GPU.

This still doesn't really answer my question. I literally cannot even play Limbo because the FPS is so bad.

I tried the new ones first, then installed the OEM ones that came on the disk. Same results.
