Yes you can , but I would also change out the very poor power supply.

Yes your PC can handle a 1060. Power supplies are important, the more demand you place on them for power, the more likely you will have trouble if you have a cheap brand PSU. If it were me, I'd upgrade the power supply first then get a videocard later.
