I have a dell inspiron 660 and it isnt turning on,when i attemp to turn it on it tries and the fans spin but it wont say on

It may be the PSU, or it may be the PSU detecting a problem and shutting down. If you could swap out the PSU with one that has at least as much 5V. power you could find out.
