PC won't start when PCI-E wireless card plugged in. Help

PC runs fine, however when I try to start my pc up after installing a wireless adapter to the pcie slot it won't start. Could it be low power? BIOS? Need experts, I'm a youngin computer builder looking to learn. Thank you.

Specs: i7 7700k
GTX 980
GIGABYTE GA-B250M-DS3H
16GBs DDR4 2400 GSKILL
EVGA 550W

it not going to be power issue as the mb runs fine without the card. i would say it the card is dead or it wont share irq like it should. i get an rma for it if you can and try another brand of card. if you have a local computer shop have them put in another card see if the error still there.

I only have the one pci slot spare next to my gpu and i turned off serial and parallel ports but its like my computer isnt receiving any power at all. graphics card light won't come on at all after installing the wireless card.

My gpu is so fat the first pci next to it cant be reached i can only use the very bottom one
