Computer Acting Up

Recently, PC has been having many issues, whenever I play a game it is constantly stuttering
Can't have a web browser open while playing a game, even with low settings.
Computer was also freezing and would make a loud buzzing noise when doing so, since then, reset the computer, deleted everything, and no more crashing but still having games stutter constantly,
Convinced I must have a part that has died but not sure how to tell which one, need help with that
I put in new GPU and PSU this year. Thanks

Disk usage should not be always 99-100%....Is your hard drive full? I think you should open task manager and check CPU/RAM/HDD usage when idle, check for each app or game when open. Check what is being used to cause HDD running 99-100%. As I type my answer to you, my HDD usage in task manager show 0%. CPU is 5% and Memory is 2.8 out of 8G being used.

Memory being real high as well when playing games (ex. Warframe)....I believe it will effect your fps during game.

1. You put in new GPU and PSU this year...does problem started after this event? What GPU you have before GTX970?
2. You reset computer, delete everything.....you mean that you install fresh window?
3. Download MSI afterburner and monitor usage and temperature of CPU/GPU/RAM

1. I say issues started like a month or so ago and put the new parts in like 6 months ago so I don't think so.
2. I did the setting 'Reset this PC' and did the 'Remove everything' "Personal files, apps, and settings" So I didn't
3. I have Speccy and average temperatures I'm getting are ~35 degrees Celsius for CPU, 40 on Motherboard, 30 on HDD, doesn't show temp for RAM, and around GPU at 65 degrees Celsius while playing games.
In task manager, disk usage is almost always 99-100% and Memory being real high as well when playing games (ex. Warframe)
