Iam trying to buy GTX 1060,but my cpu isn't powerful. Cpu-amd althon x2 250.--will it bottleneck with Nvidia GTX 1060?

Not at all. That cpu has been a minimum spec cpu for games ever since it launched. Most AAA games don't even launch anymore with a dual core.
It's time for a total pc upgrade since there are no worthwile cpu's anymore on the am3 platform.
