Can a PSU get weaker over time?

Hello community,
I have a very simple question: Can power supply units get weaker over time? What I mean by that, is if it´s possible that they release less power than they did when they were new.
I am asking, because my PC has a problem. Every time I turn it on, it starts all the fans etc. but it doesn´t even do that PEEP sound it usually does. After like 1 minute it shuts off all by himself and turns on again, but with the same result.
When I disconnect all the attached cables (USB, HDMI, etc.) except for the power supply cable it does that PEEP sound and turns on just how it is supposed to do.
My PC is like 7 or 8 years old and it worked fine until now and I really hope I only have to change the PSU because it would still be working fine.

All cables are included with PSU, so no need to buy them separately. As for PSU, Seasonic Focus Plus is currently best choice. Wattage depends on your components.
Yes, PSU can loose power over time. And unless you have top of the line unit, 7-8 years is enough time.
However, I don't see a reason HDMI cable would anyhow prevent normal boot - especially if the machine works normally once you successfully start it. It could be something caused by motherboard - if it is also that old, you may need to replace motherboard battery first.

I thought that maybe the GPU would need some more power to make the monitor work. And by the way, the same thing happens if I only plug my keyboard in. So it doesn´t really matter if I plug my HDMI or keyboard or mouse or whatever in.
By motherboard battery you man that flat battery on it?

Thanks and what do you think about the other problem with the cables? Because it really doesn´t matter which one I plug in.
 


Does it happen too if you leave only HDMI connected? And is this HDMI cable connected to GPU or motherboard?

Yes, it also happens with only the HDMI connected. It´s connected to the GPU, my CPU has no graphics output.
 


So it does not look like a motherboard problem. Did you already tried re-connecting all PSU cables used (on both sides in case of modular PSU)?

Yes, I have a non modular PSU and what I first did this morning was to disassamble and reassemble the PC (by doing so I also re-connected all the PSU cables).

Let´s hope so because I don´t have the money to buy other parts right now... My old one has 750W and is non modular (as I´ve written before). Which PSU would you recommend? And what cables would I need to buy?

Thank you very much for your help. Tomorrow I will try to make my computer run with another PSU and if it works, then I´ll be buying the Seasonic you recommended.
