FX 8350 4GHz in bios, but 1.4 GHz in windows

Hi, I have a problem: cpu is throttling.

I freshly installed windows 10

CPU is always on 1.4GHz, cannot exceed this limit (it runs 4GHz no problem in bios)

I have fx 8350
GTX 770
Motherboard GA990FXA UD3 with latest bios
Super good cooling fans on cpu (220mm noctua double fans with heatsink)

I have disabled cool and quiet, c1e, svm, c6, hpc, apm but it still at 1.4GHz, even when running games and p95.

Edit: power settings in windows are at max performance, but still cpu holds back. Im sure I can juice a lot from this pc, but right now it meh.

Multiplier is 7 instead of 20.
During p95 CPU only goes to 34% instead of 100%. Speed as always is 1.4ghz

Odd. Have you tried a BIOS reset in case C&Q is stuck on enabled... all the time in spite of the setting?
Might check Win ctrl pnl/power settings to see if the settings got changed somehow for the Processor Power Management section in Advanced Settings.
Maybe run a virus scan and malware scan just to eliminate that possibility.

From your Picture, your Bios bclk multiplier is set for 200 x 7 = 1.400 MHz.

Manually change Multiplier to 20 for 4GHZ or better still try 23 for 4.6GHz on the multiplier and 1.375V on the Core. Monitor your temperatures when system is under load with HWinfo monitor.
Better to use AIDA64 than P95 for stress testing.

Have you tried pscheck or amdmsrtweaker or even the dreaded amd overdrive to change the multipliers in windows?

Hey, thanks for the replies.

I have tried everything you guys suggested and nothing helped. My cpu is at 10 degrees even when aida64 test is running. I'm hopeless at this point

With Amdmsrtweaker I have been able to set all cores to 4GHz. Big thanks for everyone!

I have written following commands in text file:
"AmdMsrTweaker Turbo=1 P0=20@1.275 P1=20@1.275 P2=20@1.275 P3=20@1.275 P4=20@1.275 P5=20@1.275 P6=20@1.275 P7=20@1.275 P8=20@1.275"

Saved it in the folder with amdmsrtweaker as .bat file and run it. If everything works, then make it run on startup.
