Computer Build Problems

Hello,
I recently have ordered some new parts for my computer.

My old build:
CPU - AMD FX-4300 Quad Core
GPU - Geforce GTX 1060 6GB
RAM - 8GB (Not sure of the name, but probably some off-brand thing)
PSU - RM750x
Motherboard - MSI 760GM-P23
Hard Drive - Toshiba dt01aca200

My new build:
CPU - i7 7700k
GPU - Same
Ram - RipJaws 2 x 8 gb
PSU - Same
Motherboard - ASUS z270
Hard Drive - Same

I hooked everything up just as the manual says to. When I started it up, the lights and fans worked fine, but there were no beeps or video output. I tried starting it with the minimum amount of things attached, I tried using the on board video card. I tried moving the ram around, and tried each ram in every slot. I even sent back the motherboard and received a new one, just to have the same problem. One weird thing I noticed is that the first time I start it, it stays running until I turn it off. But if I shut it off and turn it back on, it runs for 5 seconds, turns off and then turns back on.

I am somewhat new to PC building, so it may be something silly.
