i7 7700k with h100i running at 60C in idle

Hey guys I really need help, i recently got a new cpu and the motherboard and my pc is always loud with the h100i even in idle, I just reinstalled my windows and Im getting high cpu load on idle and i dont know what to do anymore. My load spikes from 4% to 20-30%. I'm not sure what cpu frequency is but it also spikes from 800 to 1800,2200, and 4200mhz.

Also idk if this matters but my tray keeps jumping (it looks like a flash drive appears and disappears forver)

and just tested when Im in game it goes even harder and I get a big fps drops.
 
Solution
Check to make sure the AIO is fit properly. Everytime you take out heatsink do clean up thermal paste with isopropyl alcohol and reapply new paste. Make sure the pump is working and the fans as well. It is not good to run to 94-95C.
