Ryzen CPU overclock to 4ghz

In the bios i have my ryzen 5 1600x overclocked to 4ghz (cpu ratio to 40), but when I look on CPU-Z it says the clock is at 2.2 ghz.

Also have my memory on bios at 2933, but on CPU-Z it says its at 1500

Can anyone tell me what is wrong?

First make sure your Bios is updated to 7A39v29. If no good and does not fix then go here:
https://forum-en.msi.com/index.php?topic=283344.0 Try the Beta Bios for your MB.

Download the AMD Chipset Drivers which also include AMD Ryzen™ Balanced Power Plan. Go here: http://support.amd.com/en-us/download/chipset?os=Windows+10+-+64
Set high-performance power profile in Windows instead of balanced and retry.

Hope this helps as I think there is a Bios bug but MSI should have sorted this by now as you're not the only one with this issue.
