Dell optiplex 390 won't power on unless keeping it plugged to the wall

So i just bought a dell optiplex 390 a month ago it worked like a charm till these days
If i turn it off for a long time it won't power on but the orange light on the motherboard lights on .. the problem does not occur if i leave the pc plugged to the wall (i'm using a surge protector)
but sometimes it just powers on just normally tho even if i turn it off for a long time

i don't think it's the mobo since the pc works great the whole day when it turns on (no sudden shutdowns no lockups) i suspect it's the psu but idk

What type of surge suppressor are your using?
The date of sale?
How long was it used in the field?
Did it experience any power spikes or lightning strikes in the past?

APC battery backups expressly state not to install a surge suppressor between the unit and wall power. There must be a reason for this, when it should seem logical as a safeguard for the battery backup system. A failing surge suppressor would interfere with your street power quality to the point it trips sensitive equipment, as the power supplied downstream might not be stable or minimal for device operation.

Here is a strange thing
When i open the case the computer turns on with no issues
 


Is your house properly grounded? Try using the computer in another room or test it in another house if you can.

i don't know but the computer ran great when i first brought it
a guy told me to unplug the chassis intrusion switch from the motherboard
