Can I run a FREESYNC monitor with a GTX 1060 card and still get 144hz?

the question I am asking is, if I have a freesync monitor such as the one below:

and a EVGA 1060 6 GB SCC card, could I take advantage of the 144hz?

yes of course, all functions except freesync are still available to the GTX.

I also read that you need a Display Port rather than HDMI

It would behave like any other panel at 144Hz that doesn't have G-sync . So yes, it's a normal monitor.
