Error when trying to reformat secondary Hard Drive

I had to reinstall windows 10 on my primary SSD, and my secondary hard drive has not been working properly since. I decided to back up all of my documents in the cloud, and all of what I have now are steam games and programs that I already reinstalled on my SSD because they wouldn't show up in "uninstall programs." I wan't to start over clean so that my computer works properly with my hard drive again.

How do I fix this?
 
When you setup Windows again it may have placed some files on the second drive. you also have a few partitions on the boot drive that are a bit odd, Windows can create a hidden partition, but you have 3 partitions there outside of the main one.

Before you try wiping the second drive, unplug it fully and see if Windows boots without it.

The EFI System Partition is supposed to be there. It's the same as the System Reserved Partition for Legacy, but mine is for UEFI. What seems out of place is having one more Recovery Partition than needed, which I believe happened when I did a fresh install. It's not taking up much space so I'm not worried about it.

I believe there were some system files on my secondary drive. I ended up solving the problem by running a defragmentation.
