Screen goes black and GPU fan gets crazy loud (GTX 1060 6GB)

So recently a stretch of random power outages seemed to have taken a toll on my PC GPU (and maybe PSU?). I'm very new to PC gaming and I just built this as my first gaming PC last year around this time. About a week or two ago I started up my PC to play Dying Light and before I could even (fully) load into windows my screen went completely black and my GPU fans seemed to sound like jet engines. I tried to restart the PC many times and each time I got the same result with the exception being that one time I actually got to play Dying Light for 20 minutes before it crashed. I had ordered a 1050 ti for my Ryzen 3 build I am doing this Christmas and I decided I'd test the 1050 ti out to see if it was a motherboard problem and the 1050 ti seems to be working wonderfully. I haven't had any problems with it at all. What I am wondering is 1). is this a flat out GPU problem that could have been caused by the power fluttering back and forth for a few hours? or 2) could it be a PSU problem that isn't manifesting itself with the 1050 ti due to the fact that I don't have to plug in a 6 or 8 pin connecter? I'm hoping (fingers crossed) it's not a full blow GPU problem as it'd be a shame to lose such a wonderful GPU so early in it's life. I even thought about trying to plug in the 1060 in my Ryzen PC when all the parts get here just to have different parts to test it on. Is it worth it? Could that harm the Ryzen Build? Like I said, I have the 1050 ti to hold me over until these tax checks come in but it's a bummer thinking about that 1060 being dead. Any ideas on what this could be? Any help is appreciated.

yes, your PSU is probably damage or something.
You should get a surge protector to plug your computer into so this doesn't happen again.
It's also possible that if your PSU is damaged... or just garbage quality and isn't damaged, that it damaged your 1060 as well.

Replace the PSU first, as it's the most likely culprit, and see if the 1060 still works.

Thanks for the reply. I'm going to try this. I mean, I have an 80+ bronze PSU it's the EVGA 400w. I've got a new 550 EVGA PSU for my Ryzen 3 Build. My mobo, RAM, case, and Hard drives will be here tomorrow. I'm gonna put the 1060 in and see if it boots up before I put in the 1050 ti.

GPU went bad. It's unfortunate but I've set my self up with surge protectors so this sort of thing is less likely to happen again. As for now I'm just using my R3 1200/1050 ti build for gaming and since my old build no longer has a graphics card I am going to give that to my mother as a late Christmas present
