Constant micro stuttering not caused by the GPU

In the years I had constant micro-stuttering in many games with my old r290, two most notable examples are the Witcher 3 and Deus Ex MK. The stuttering was constant, with the fps suddenly collapsing for an instant on random intervals of time, on these kinds of games, so the ones with highish spec requirements, even with all the settings put to a minimum, making them almost unplayable. I always thought it was my video card, a bit of an unlucky fellow, defective one way or the other, so I decided to gift myself a gtx 1080, thinking of solving the problem this way, that's not how it went.

Talking about the problem, it's evident in games with medium-high specs, so almost in all the first and third person modern games, I tried, but not, for example, in games like Thea: the awakening, Crusader Kings 2, and in general board-like games. The problem manifests itself even in the benchmark Haven, but not in 3d Mark. Other problems the PC has is that it freezes from time to time, randomly, but almost always when not doing anything resource-consuming (even more so if I not using it), at times with static sounds produced by the integrated sound card, that each time almost deafen me, and a times without.

I noticed that I mounted a ram that was a little older than the other two, a CMX4GX3M1, so I removed it to see if it was causing problems, and I also test the ram with memtest86+, the remaining rams seem to be working properly and the problem isn't solved. I also tried to see if it was a throttle caused by the energy profiles of windows, so I put the high performance one, again, to no avail.

Any idea?

And that was not it, the cable didn't solve the problem. A little addition, besides micro stuttering, I seem to get little fps for the hardware my mount, 40-50 fps when all is put to low in Dues Ex MK (that I'm using as a benchmark now lol) is a strange output.

I don't know, a short session (3-4 min) of gaming, that showed clearly all the problems I have, brought the CPU cores to a maximum of 47°C of temperature, I don't think is the cause of throttle, at least not the overheating. So you advise to change the rams to something more capacious?
 


I wouldn't recommend spending money to redo outdated ram sticks.
Rather swap the whole cpu-ram-mb setup for new ones.
But before it gets to that, have you tried reinstalling windows as it can be a software related issue?

No, I didn't, because I hoped it wasn't software related, since it is a bit of a chore, but before the scenario of having to swap the whole setup I can only try. This evening I'll give it a shot and then let you know. Thanks for the pieces of advice.

I tried to install Windows 10 on a killed disk and then tried to see if the problem persisted even in an environment with only steam and updated drivers alongside the newly installed OS. Yes, it did. Now, if I may, you did you suggested changing the whole setup instead of trying to swap only the RAM to see if this is the cause of the throttle, Finstar?
