All fans going full power shortly after power up

About 10-20 seconds after launch, all of my fans (including CPU cooler) go to full power. I believe it has something to do with the missing chassis and CPU fan error I get on launch. It's probably because I just got a new case, (VIVO-V08) and had to use a 3 pin spitter in order to plug all the fans in. The error menu says F1: Boot, and even after pressed the fans stay on full power. Note, the speed controller on the case is not plugged into my mobo.

PC: HP Compaq 8300 CMT
OS: Windows 10

I wouldn't recommend exceeding 1A on a single motherboard header. The fans on CASE-V08 are each rated at 0.48A, so if you have all 4 plus a CPU fan on one header, they'll be using over 2A at full speed. If you disconnect all but the CPU fan, does it still have this problem?
