Next time you should list the computer model, it will help us a lots.
In theory, if the MB has pcie 2.0x16 slot, you had a good PSU that can handle the GPU, you should be fine. But you will consider other facts, like the case size, the MB BIOS version too.
So make sure the MB has the newer BIOS version.
Is it your pc, HP Compaq dc7900? If yes, what format? Small Form Factor or Minitower? Because it is the SFF, you have to buy the low profile GPU, and you can't buy the power GPU too, because the PSU is the lower wattage one, so check it (PSU) out.

So i have a GT 610 right now and i want to upgrade to a GT 730 gddr5
My pc is a fujitsu esprimo p400 e85+
Windows 10 64-bit
Intel core i3-3220 3.3ghz
6gb
Psu: 280W
Motherboard fujitsu D2990-a3
Does my case my psu and my motherboard support the GT 730 gddr5

You should be fine, because 1) your PC is desktop. 2) The Mb should has the pcie3.0X16 slot. 3) the 280W can power the gt610, it should be able to handle either gtx1030 or gt 730.
But boot into the BIOS to see the PC has the "Secure Boot" or not, in case you have problem later so that you can follow the NVIDIA method to disable the Secure Boot http://nvidia.custhelp.com/app/answers/detail/a_id/3156/~/when-installing-an-after-market-graphics-card-into-a-certified-windows-8-pc
